As you are aware there has been for many

years past a strong agitation for the transfer of the troops from Lurray Barracks and to the many reasons for making this ohange, there has now been added another. In your telegram of the 9th June you stated that Sir Paul

Chater has approached you with regard to the surrender of

the Murray Parade Ground for purposes of building a City

Hall. The community has taken a great interest in this

project, and Sir Paul has given me to understand that he

is prepared to give a large sum of money provided that he

sees a definite commencement made, but owing to the delays

in the Tar Office there seems to be little likelihood of

its being possible to do anything in Sir Paul's life-time;

with the result that his gift will be lost to the Colony, which in view of the many other calls on its purse may not

be in a position to provide the contemplated building from

public funds for many years to come.

8. Apart from the Gun Club Hill project there

is the proposal to transfer the Indian troops to a cantorment to be formed at Laichikok. Preliminary surveys which have been made show that there is a large quantity of

rock on the site, and the extensive plateau forming

operations which were contemplated will no doubt have to

be abandoned on the score of expense. It is quite feasible

to develop the area by the methods of terracing which are

usually employed, and I feel satisfied that there is no

other site with equal advantages of situation which could be made available by the Colony for purposes of the

cantonment. This however is a matter for the Army Council,

and, although it is desirable to proceed with the project

as early as possible, there is not the same urgency that

there is in the case of Murray Barracks.
